Before blasting with explosive substances, the holder of the permit according to § 7 of the Explosives Act must notify the competent authority of the blast (e.g. in the case of a building explosion or in the case of blasting in the course of road construction measures).

Note: Blasting in facilities that are approved in accordance with § 4 of the Federal Immission Control Act (e.g. in quarries) is exempt from the notification obligation. However, this only applies to blasting, which is included in the permit.

There are no fees or costs.

The notification must be made in writing in duplicate. The notification must contain all the information specified in § 1 of the 3rd Ordinance on the Law on Explosives.

If, after the notification has been filed, changes have occurred in relation to the content of the notification, a notification of change must also be made in duplicate.

The respective regulatory authority of the city or municipality is responsible for receiving the notification.

The latter forwards a copy of the notification to the relevant regional council.

The enforcement departments for occupational health and safety technology at the regional councils of Darmstadt, Giessen and Kassel are responsible for monitoring the execution of the blasting work.
