If your company is to be responsible for the maintenance and inspection of aircraft, you will require an authorization as a continuing airworthiness management organization (CAMO). Changes to a CAMO are also subject to approval.
A Continuing Airworthiness Management Organization, or CAMO for short, is an organization that ensures the continued airworthiness of aircraft. This type of company has been defined by the European Union Aviation Safety Agency (EASA). In order to operate as a CAMO, your company must first obtain approval from the German Federal Aviation Authority (LBA). All changes to the approval of a CAMO are also subject to approval.
As a natural or legal person, you can apply for CAMO approval and subsequent changes online.
You can submit an application to obtain an approval as a
- CAMO in the EASA scope or/and as a
- CAMO in the national scope.
In addition to your basic approval, you can apply for the following privileges:
- Right to airworthiness review,
- Right to extend the airworthiness review certificate,
- Right to issue the permit to fly and
- Right to subcontract.
- Right as CAMO for several air carriers within a group of companies ("One CAMO")
You can also apply online to change a CAMO. A change is necessary, among other things, for
- Change in the scope of approval:
- Expansion and/or reduction by types, series or groups of aircraft,
- Approval and/or return of rights,
- Approval and/or deletion of sub-awards,
- Return of partial approvals,
- Change in management personnel,
- Changes to airworthiness review personnel,
- Changes to personnel for issuing the permit to fly,
- Changes to personnel for the extension of the airworthiness review certificate,
- Changes to locations, for example in the case of new or discontinued locations or changes of address,
- change of name or legal form,
- changes to the technical logbook or
- changes to the Continuing Airworthiness Management Exposition (CAME).

Approval of a CAMO:
- for sole proprietorships: Proof of verification of the sole proprietorship, e.g. business registration or excerpt from the commercial register
- for legal entities and if applicants are not part of the management: power of attorney from the management
- for legal entities: proof of verification of the organization, e.g. an excerpt from the commercial or association register
- for subcontracting: Subcontracting documents, for example contracts for the subcontracting of CAMO tasks, joint procedure manuals if applicable
- Evidence of the qualifications and professional experience of the management staff
- Evidence of the qualifications and professional experience of the airworthiness review personnel
- Evidence of the qualifications and professional experience of the personnel issuing the permit to fly
- Optional: Evidence of compliance with the internal qualification requirements for personnel for the renewal of the airworthiness review certificate
- Continuing airworthiness management exposition (CAME), including all related manuals/documents, e.g. safety management manual, including personnel requirements analysis
- Results of a pre-audit on the applicable requirements under Part-CAMO, Part-M and, if applicable, Part-ML
- Contracts for the maintenance of aircraft
- Information on the system for the technical logbook. This is mandatory for CAMOs, including air carriers.
- If requested: Contracts between the CAMO and the air carriers of the group of companies
- If applicable, further individual certificates
Changes to an already approved CAMO:
- for legal entities and, if you are not submitting the application as accountable manager or deputy accountable manager: power of attorney from the accountable manager
- Continuing airworthiness management exposition (CAME)
- in the event of changes to subcontracting or new subcontracting: subcontracting documents, e.g. contracts for the subcontracting of CAMO tasks, joint procedure manuals if applicable
- in the event of a change of address of the principal place of business: Proof of verification of the new address, e.g. business registration or extract from the register of associations or commercial register
- in the event of a change in management personnel: proof of qualifications and professional experience
- in the event of a change of name for management personnel: proof of the change of name, e.g. a copy of the new identity card
- in the event of a change in airworthiness review personnel: proof of qualifications and professional experience
- in the event of a change of name for airworthiness review personnel: Proof of name change, for example a copy of the new identity card
- in the event of a change of personnel for the renewal of the airworthiness review certificate optional: evidence of compliance with internal qualification requirements
- in the event of a change of name or legal form: proof of the change of name or legal form, e.g. extract from the commercial register or register of associations
- Evidence of the changes in the linked documents, e.g. additional manuals or process descriptions
- Personnel requirements analysis, if applicable
- Result of the risk analysis, if applicable
- if requested: contracts between the CAMO and the air carriers in the group of companies
- If applicable, further individual evidence
You must
- carry out a pre-audit in accordance with Part-CAMO, Part-M and, if applicable, Part-ML,
- specify the scope of work in the continuing airworthiness management exposition (CAME) and
- The content of the CAME must include the activities for which the CAMO is to be approved.
You must also
- provide adequate premises at suitable locations for the personnel prescribed in point CAMO.A.305, including IT applications,
- designate a responsible management, a compliance monitoring manager, a safety manager, a person responsible for the continuing airworthiness management and, if necessary, other management personnel,
- designate airworthiness review personnel (depending on the scope of the application) personnel to issue the permit to fly/personnel to extend the airworthiness review certificate,
- set up an internal safety reporting system,
- establish a quality assurance system and management system,
- ensure the retention of records of the management system and
- for CAMOs of aviation companies: Provide evidence of a joint safety management system.

- You can upload your documents directly.
- Submit the application online.
- If anything is unclear or information is missing, the Luftfahrt-Bundesamt (LBA) will contact you.
- The LBA will check whether the requirements have been met and will send you
- a notification
- a notification of costs
- a certificate of approval for the initial approval
- a new approval certificate in the event of changes.
- You pay the costs.
Application by post or fax:
- Go to the federal portal verwaltung.bund.de and complete the online application. The online application will guide you step by step through the information and documents required.
- Print out the application and send it to the LBA by post or fax together with the required documents.
- If anything is unclear or information is missing, the LBA will contact you.
- The LBA will check whether the requirements have been met and will send you
- a notification
- a notification of costs
- a certificate of approval for the initial approval
- a new approval certificate in the event of changes.
- You pay the costs.
There are no deadlines for initial approval.
