In digital radio for public safety authorities and organizations (BOS), terminals from various manufacturers are used. To ensure that these terminals are compatible with all network components and with each other, you may only use terminals certified by the Federal Agency for the Digital Radio of Authorities and Organizations with Security Tasks (BDBOS).
The BDBOS has defined performance characteristics in the interoperability guidelines (IOP guidelines) that all terminals must fulfill. Compliance with these defined performance features is confirmed by a corresponding certificate.
If you manufacture or sell terminal devices that are intended by BOS for communication in BOS digital radio, you must have these terminal devices certified. To do this, you must submit an application to the BDBOS.
Certification requires a technical test by a competent test center. They will prepare a BOS test report, which you submit together with your application for certification. The BDBOS also requires two individual pieces of your terminal device.
The certification confirms that your terminal device meets all the specified performance characteristics and is suitable for trouble-free operation. It always relates to a specific hardware and software version of a terminal device.

- You must have access to the protected area of the BDBOS web portal.
- If your company is based outside the European Union (EU) or the European Economic Area (EEA):
- You must provide an authorized recipient with an address within the EU or EEA.
You can apply for the certification of terminal equipment online or by post.
- You provide the BDBOS with two individual pieces of the terminal device to be certified
- including customer documentation
- and the equipment and usage rights required for operation.
- This step is not necessary if your terminal device is part of a radio control center.
Apply for certification of terminal equipment online:
- Call up the online application on the federal portal verwaltung.bund.de. This will guide you step by step through the necessary information, which you can enter electronically.
- Note: You will need an ELSTER organization account for the online application.
- Upload the required documents and submit the application.
- The BDBOS will check your details and documents and contact you if any documents are missing or incomplete.
- The BDBOS will carry out a supplementary check if necessary.
- The BDBOS will send you

- The BDBOS will send you the notification of fees.
- You pay the fees.
Apply for certification of terminal equipment by post:
- Download the "Certification of terminal equipment" form from the BDBOS website.
- Complete and sign the form and send it to the BDBOS together with the required documents.
- The BDBOS will check your details and documents and will contact you if any documents are missing or incomplete.
- If necessary, the BDBOS will carry out a supplementary check.

An expert inspection body must be commissioned to inspect the terminal devices. The test center's expertise must be proven.
