With a regional spatial development plan, also known as a regional plan, the responsible planning authority controls the spatial development of a region. In the plan, it defines the objectives of spatial development for the region.
The regional plan therefore regulates the use of land in a particular region.
New or amended regional plans can be viewed on the Internet. If the responsible state authority does not make the regional plan you require available on the Internet, you can view it at the state authority, even if you are not directly affected by it.
The regional plan generally consists of

You can view the regional plan and any additional regional plan documents online or on site at the relevant authority.
If you would like to view a regional plan on site, you generally have to make an appointment with the responsible authority.
