Work with quarantine pests for plants or other regulated materials may only be carried out in quarantine stations or closed facilities.

You must apply to the competent authority for designation as a quarantine station or closed facility.

For an exemption permit to work with regulated quarantine pests and other phytosanitary regulated materials with an import and/or movement ban, the designation of a "quarantine station" or "closed facility" is the basis of the permit.

Quarantine stations are designated at the sites of official facilities. Sites of non-official scientific institutions or companies can be designated as a "closed facility" as a whole or in certain parts. The designation of such sites may be limited in time (e.g. for the duration of a project). The basis for the designation decision of the competent authority is the application or the information provided therein or in the annexes attached to the application on the fulfillment of the conditions prescribed by Article 61 of Regulation (EU) 2016/2031. The designated site intended for the work shall be specified in this extended permit application with certain details and further information in accordance with Annex I to Delegated Regulation (EU) 2019/829.

If a site is designated as a "quarantine station" or "closed facility", work (handling, storage, multiplication, breeding or testing) with quarantine pests or otherwise regulated materials may be applied for and approved within these premises. Moving the material and working with the material requires prior approval from the competent authority.

The following evidence must be provided:

• Information in accordance with Annex I to Delegated Regulation (EU) 2019/829
• Possibility of physical isolation of the quarantined or contained material
• Restriction of access and exclusion of unauthorized removal and movement of this material
• Systems for sterilization, decontamination or destruction of material, waste and equipment
• Description of the tasks of the site with details of responsible persons and the conditions of execution (document must be available at the site, copy to be provided as proof)
• Personnel: List of the name(s) and professional or scientific qualification(s) with telephone (fixed/mobile) and e-mail of the person(s) responsible for the specified work or involved in this work at the site to be designated; a copy must be attached to the application
• Emergency plan to prevent the spread of pests and to eliminate unintentionally present pests (document must be available at the site, copy to be provided as proof)

• They shall permit physical isolation of the harmful organisms, plants, plant products and other objects to be kept in quarantine or under lock and key. ensure that it is not possible to gain access to them or remove them from the stations or facilities without the consent of the competent authority
• have systems or access to systems to sterilize, decontaminate or destroy infested plants, plant products and other objects, waste and equipment before they are removed from the stations or plants
• They have a definition and description of the tasks of these stations and facilities, the persons responsible for carrying out these tasks and the conditions for carrying out these tasks
• They have a sufficient number of personnel with adequate qualifications, training and experience
• they have a contingency plan to eradicate and prevent the spread of any unintentionally present Union quarantine pests or pests subject to measures adopted pursuant to Article 30(1) of Regulation (EU) 2016/2031

Is based on the respective administrative fee schedule of the federal state or on the fee statutes of the authorities responsible under federal state law.

• You submit the application to the responsible office online or in writing
• Once the application has been received, the information is checked for completeness and eligibility for approval. As a rule, this check also includes an inspection of the proposed location.
• If necessary, further documents can be requested.
• If the inspection is successful, the permit is issued by official decision. The decision may be subject to conditions.
• Further monitoring inspections may be carried out at the designated site during the approval period. If the origin of the organisms and/or materials to be approved for the work is outside the designated or to be designated site, it is assumed that an import or an intra-Community transfer (EU) is necessary and a corresponding authorization (letter of authority) is attached.

Time limit type: Period of validity.

The period of validity of the designation is determined on a case-by-case basis by the competent authority.
