If you wish to work as an expert in the field of agriculture and forestry, you must be publicly appointed and sworn in by the competent authority.

As a publicly appointed and sworn expert, you are checked for special expertise in your specialist field. The prerequisites for appointment are above-average specialist knowledge and sufficient practical experience

The purpose of public appointment is to provide courts, authorities and the public with particularly knowledgeable and personally suitable experts whose statements are particularly credible.

The public appointment includes the provision of expert opinions and other expert services such as consulting, monitoring, inspections as well as arbitration and arbitration-related activities.

The content of the public appointment can be restricted and subject to conditions. Conditions can also be imposed retrospectively.

The public appointment is limited to five years. Reappointment is possible upon application.

• Curriculum vitae in tabular form (incl. photo)
• Complete professional career/job description related to the field applied for
• List of all expert opinions issued in the last three years
• Certificate of attendance at further training events in the last three years
• Proof of attendance at at least one seminar on the knowledge required to prepare expert opinions, on conduct in court, on dealing with private clients and on liability and insurance issues
• Copy of certificates, diplomas or other documents relevant to the application
• For employees: Qualified certificate from the last/current employer
• For employees: Declaration of exemption from the employer/principal
• Certificate of good conduct for submission to an authority
• Certificate in tax matters
• At least four own appraisals (not older than three years) with different valuation problems from the subject area for which the appointment is requested.

• There must be a need for expert services in the field for which a public appointment is requested (abstract need)
• You have sufficient life and professional experience
• There are no concerns about your personal suitability
• You can provide evidence of significantly above-average specialist knowledge, practical experience and the ability to provide expert opinions
• You have the necessary facilities and equipment to carry out your work as a publicly appointed expert
• You live in orderly financial circumstances
• You offer a guarantee of impartiality and independence as well as compliance with the duties of publicly appointed experts
• You can prove that you have relevant knowledge of German law and the ability to explain technical findings and assessments in a comprehensible manner
• You have the necessary mental and physical capacity to meet the requirements of the subject area applied for

If you are in an employment or service relationship, the following requirements also apply:

• You can prove that you can perform your expert activities independently, without instructions, personally, impartially and with priority over other activities,
• you are not subject to any professional instructions, including those of your employer, when carrying out your expert activities in individual cases, you can sign your expert reports yourself and stamp them with the round stamp awarded to you and
• you are released by your employer to the extent necessary for your expert activities.

Depends on the administrative fee schedule of the respective federal state

• You submit the application and all required documents online or in writing to the responsible office.
• The application and the documents and expert opinions submitted will be pre-checked. If this preliminary examination shows that the requirements according to the expert regulations of the Chamber of Agriculture of the respective federal state and the administrative regulations are obviously not fulfilled, the application will be rejected.
• If an appointment is considered after the preliminary examination, the application including the submitted expert reports will be submitted to the members of the expert committee for an evaluative opinion.
• As the applicant, you will generally have to demonstrate your particular expertise, which includes in particular the ability to present even difficult technical problems in writing and orally in a comprehensible and understandable manner, to the expert panel.
• As a rule, a technical discussion with the members of the expert panel takes place to examine the applicant's technical suitability, which may also include a written elaboration under supervision in preparation for the oral hearing.
• The application will then either be approved and you will receive a corresponding decision, or the application will be rejected. A written decision will be issued on the rejection, unless the application is withdrawn.
