If this is why a guardian has been appointed for you, then you may be exempt from the requirement to have an ID card.
If a guardian has been appointed for you on a permanent basis, then you can be exempted from the ID requirement - i.e. the requirement to have an ID card.
You can cancel the exemption at any time. All you need to do is apply for an identity card or a passport.

- Proof of the publicly appointed power of representation or the order of care, for example by a power of attorney or a guardian's identity card
- Identity card of the guardian or caregiver
- You must have German citizenship.
- You must be at least 16 years old.
- A guardian has been appointed for you on a permanent basis.
- You must be registered with your main residence in your municipality.
You must apply for exemption from the ID requirement in writing.
- You complete the application for exemption from the ID requirement together with your caregiver, or
- You have your caregiver complete the application.
- You and the caregiver sign the application.
- You attach the necessary documents.
- You send the application and the documents to the relevant ID card authority in your municipality or
- You go to the competent authority in person with your guardian.
- The authority will issue you an unlimited certificate stating that you are exempt from the ID card requirement.
- If you apply in person, you will immediately receive confirmation of the exemption. If you apply in writing, the competent authority will send you the confirmation.
Complaint to the superior authority, alternatively to the Ministry of the Interior of the country.

- be permanently (not only temporarily) cared for or
- are incapable of acting or giving consent and are represented by a publicly appointed proxy or authorized representative
- have German citizenship
- Responsible: Identity card authority at the main residence of the applicant(s).
