Benefits for education and participation according to § 28 SGB II
The education and participation package is intended to enable children and young people from low-income families or those receiving social benefits to take advantage of school and leisure activities on an equal footing.
All children should be able to play sports and make music in their free time, receive suitable help with learning and the necessary school supplies, receive school meals and take part in school trips.
If your family has little or no income, you should apply for benefits from the "education package". Your children can also receive targeted support in the form of learning support over and above what is offered at school.
School trips and school trips lasting several days
Support is provided for expenses for
- one-day school or day-care centre excursions
- school trips lasting several days organised by the school / day care centre
Equipment with personal school supplies
There is an allowance for learning materials (e.g. for the purchase of a school bag, sports kit or writing, arithmetic and drawing materials). This is paid out in two instalments:
- February 2025 - EUR 65.00 (partial amount for the 2nd half of the school year beginning in the calendar year)
- August 2025 - EUR 130.00 (partial amount for the 1st school term beginning in the calendar year)
The subsidy increases annually by the same percentage as the standard requirement.
School transport costs
The costs of transport to the nearest school offering the chosen course of education are covered if the costs are not already covered by another party.
Learning support
There is the possibility of extra tuition for pupils in need in order to achieve the essential learning objectives set out in the school regulations.
Lunch catering
Expenses for lunch at school and at the day care centre are covered.
Participation in social and cultural life
This is a lump sum for membership fees for sports clubs, music schools and other leisure activities in the amount of:
- EUR 15.00 per month.
- If no application form (application for benefits for education and participation) is available in Amt24, you can obtain one on request from the office responsible for you.
- You will also need a confirmation from the school or day care centre to prove the necessary costs for participation in excursions, school trips or learning support.
- invoices, receipts and other evidence, if applicable
The responsible office will also inform you which other documents and evidence may be required.
Authorised applicants
Recipients of:
- Citizen's allowance
- Social benefit
Note: Recipients of social assistance, housing benefit or child supplement can also apply for benefits from the education package. For them, the application centre is the relevant district office or municipal administration.
If you are eligible to apply and fulfil the other legal requirements, you are legally entitled to the benefits of the education package.
Other requirements
For the assumption of transport costs:
- The child travels to the nearest school with the chosen educational programme. The nearest school of the chosen course of education is also a school chosen on the basis of its profile, provided that this profile results in a special content or organisational structure of the lessons; these are in particular schools with a scientific, artistic, sporting or linguistic profile as well as bilingual schools and schools with an all-day orientation.
- This applies if the costs are not covered by other means, such as a grant from the local authority.
For the assumption of costs for learning support:
- The school confirms the necessity.
- There are no comparable school programmes.
- The learning support must be appropriate and suitable for achieving the main learning objectives of the chosen educational programme as defined by school law. A risk of promotion is not relevant.
You will automatically receive the allowance for your child's personal school supplies in February and August if you are entitled to benefits. You must submit a written application for learning support benefits. You will receive all other benefits from the education and participation package if you are entitled to benefits and have provided proof of need.
How and where can you apply?
- If possible, enquire in advance at the relevant office about the easiest way to apply for benefits from the education package. The staff will also help you with the application on request.
- The relevant office will send you the necessary forms; some forms can also be downloaded from Amt24.
- Fill in the forms, sign the application and compile the necessary supporting documents.
- Send the complete application documents by post to the relevant office or hand them in personally.
- You will be informed in writing whether your child can take part in the programme and, if so, which programmes.
How can your children take advantage of the offers?
As a rule, you will receive support from the education package in the form of goods, money or services, for example as a voucher. The subsidy for school supplies is paid directly to you.
